The current article shows the development of a research process whose main objective was to explain influence social representations inhabitants Bogotá, Colombia in implementation public policy conditional cash transfers “Más Familias en Acción.” For this aim, qualitative study hermeneutic design conducted with beneficiaries program and non-beneficiaries, which, through application semi-structured interviews, most frequent about subsidies, policies, work, education, health, among other relevant issues related were identified once information coded by using Atlas.ti software, interpretation results done making possible establish relationship between found Acción,” leading understanding how as sets ideas, values practices that become code denominates individual collective reality, have both way which conceive their sense they give program, well articulation interaction it, enabling its implementation, may or not occur according objectives policy.
